Job Description:

RTI s Digital Health Policy and Standards Program seeks a SENIOR CLINICAL DATA STANDARDS EXPERT to support projects with federal/state agencies, healthcare providers, and health IT vendors that seek the use or advancement of interoperable healthcare technologies across the continuum of care. The candidate must have experience with health care delivery, design, and use of electronic health records (EHRs), and clinical data content including associated interoperable health IT standards, terminologies, code sets, and other resources.

Candidates will have a comprehensive understanding of the data collected and used in medical record/health IT systems, including the use cases and policy drivers for data reuse and interoperable health information exchange. The position will also be responsible for a range of activities including strategizing on approaches to interoperability; selecting and mapping clinical content to applicable data standards; identifying business requirements and specifications; and implementing interoperable health IT technical solutions. Extensive knowledge of clinical data standards (e.g. LOINC, SNOMED-CT, ICD-10, RxNORM, etc.) and experience with applicable standards specifications (e.g. C-CDA, FHIR), organizations (e.g. HL7), and tools (e.g. VSAC) is required.

This position will work closely with federal, state and commercial clients as a subject matter expert (SME) and/or lead on projects to conduct desired research, analyses, and implementation of technical solutions.

THIS POSITION WILL BE LOCATED IN RTI S WALTHAM, MA REGIONAL OFFICE OR IN OUR RESEARCH TRIANGLE PARK, NC HEADQUARTERS. OTHER RTI OFFICE LOCATIONS OR TELECOMMUTING OPTIONS MAY BE CONSIDERED.

Responsibilities:

* Initiate research into complex health IT issues related to how the health IT systems impact quality and efficiency under general supervision of Senior Center Staff or Center Director.

* Perform research tasks that are technically complex, applying standard and established theories, concepts, and techniques.

* Manage significantly large complex health IT related research projects and/or lead complex tasks on large projects.

* Identify and obtain new funding

* Lead the development of large complex proposals

* Lead business development strategy and participate in Center planning.

* Lead the development and implementation of marketing activities.

* Conduct literature reviews of published and web-based health IT information sources.

* Manage significantly large complex health IT related research projects and/or tasks on larger projects.

* Review and approve project status reports, prepare task budgets, and monitor task costs.

* Review and approve project memos and reports for clients.

* Lead client and internal team meetings approve agendas, meeting notes and minutes.

* Lead preparation of project reports.

* Lead the medium to large sized proposals.

* Lead cost strategy discussions and budget development for medium and large proposals.

* Lead business development efforts including capture teams and marketing initiatives

* Identify ways to enhance or expand existing projects and to develop new project opportunities.

* Lead the development of research papers for publication in peer-reviewed journals

* Serve as a mentor to more junior staff to develop scientific stature

* Develop presentation ideas and abstracts for submission to health IT and health policy professional conferences

* Participate in identifying and interviewing candidates to assist with the growth of Center capabilities and resources.

MINIMUM REQUIREMENTS:

* PhD and 10 years related experience; or Master s degree and 14 years related experience.

* Degree in related health field, e.g. public health, epidemiology, informatics, or bioinformatics.

* 5 years or more of experience in a U.S.-based healthcare provider organization and an EHR system and/or with a health IT vendor that support providers delivering healthcare.

* Experience as a PI or co-PI with a track record of winning new work with the federal government. (Grants and contracts)
* Experience with detailed policies and related data/exchange standards including the ONC Interoperability Advisory Standard, U.S. Core Data for Interoperability initiative, ONC Certification Rules, and other federal and state regulations.

* Experience with using/implementing HL7 standards and processes including Clinical Document Architecture (CDA) and Fast Healthcare Interoperability Resource (FHIR) and monitoring of emerging industry innovations to advance interoperability.

* Experience with healthcare/clinical terminologies and code-sets that comprise measure value sets.

* Experience with interoperability tools including the National Library of Medicine s (NLM)Value Set Authority Center (VSAC), Regenstrief LOINC Mapping Assistant (RELMA), and SNOMED Browser.

* Strong organizational skills including ability to manage multiple priorities and work demands simultaneously, under deadlines.

* Strong written and oral communication skills including ability to bridge technical and clinical subject matter disciplines including ability to present technical topics to lay audiences, and to convey complex information clearly and concisely.

* Excellent knowledge of MS Word, Outlook, PowerPoint, Excel.

* To qualify, applicants much be legally authorized to work in the United States and should not require, now or in the future, sponsorship for employment visa status.

PREFERRED REQUIREMENTS:

* Licensed or credentialed as RN, NP, PA, MD, DO, RHIA, CCS preferred.

* Experience with healthcare/clinical terminologies and code-sets that comprise measure value sets including SNOMED CT , LOINC, ICD9-10, CPT4/HCPCS, RxNorm, CVX and other code systems.

* Experience in research methods, consulting, contracting, or other service-related technical work.

* PhD preferred
