Job Description:

RTI is currently seeking qualified candidates for a Monitoring, Evaluation and Learning (MEL) Advisor on the Feed the Future Innovation Lab for Crop Improvement. The Innovation Lab for Crop Improvement is a research for development activity that will provide an integrated approach to support the development and scaling of improved crop varieties to function as drivers of productivity, growth, resilience, and nutrition. Activities implemented under this strategic framework tie downstream market demand to a continuously responsive, upstream breeding system; link improved crop varieties to the seed systems that take them to scale; and support seed systems to deliver improved varieties that drive gains in smallholders fields and on local and regional markets.

This will be a five-year Leader with Associates (LWA) Cooperative Agreement with a $25 million leader award and a ceiling of $35 million. The MEL Advisor will be responsible for developing and managing the monitoring, evaluation and learning plan, working with grantees and associate awards to manage monitoring and evaluation systems and supporting the project s collaborating, learning, and adapting (CLA) processes. The position will be based in Washington, DC or Research Triangle Park, NC and with both domestic US and international travel.

RESPONSIBILITIES:

* Manage monitoring, evaluation and learning processes for the LWA activity;

* Prepare and manage the MEL plan and track progress against performance indicators. Ensure coordinated reporting processes among all Innovation Lab for Crop Improvement activities;

* Develop indicators to measure the results and outcomes of research for development activities, choose appropriate Feed the Future indicators and adapt sustainable intensification indicators to crop improvement;

* Establish appropriate methods and systems for the collection of data against proposed indicators, including - but not limited to - surveys, qualitative data collection, synthesis of secondary data, operations research studies, etc.;

* Prepare standards for data collection, identify assumptions, estimate data collection and analysis costs, describe and implement data quality assessment processes and disaggregate data by gender and age cohort;

* Develop and manage a schedule of performance indicator tasks;

* Develop a Learning Agenda and ensure systems and processes for continual learning and adaptation within the activity, and provide recommendations to changes in approaches, interventions, performance monitoring, and/or work plans as necessary;

* Liaise with communications staff, or when necessary, take the lead to communicate and disseminate lessons learned and best practices from MEL results through technical and policy briefs and publications, reports, conference abstracts, journal manuscripts, etc.;

* Work closely with the Project Director and Innovation Lab for Crop Improvement team to ensure that M&E data and research is available and accessible for use in project decision-making and reporting.

MINIMUM QUALIFICATIONS:

* Master s degree in international development, economics, social sciences or rural development or another relevant field is required.

* At least 6 years of relevant work experience with a research institution, donor, contractor or NGO responsible for monitoring, evaluation and learning.

* Excellent quantitative and qualitative research skills. Strong analytical skills and understanding of research methods for participatory learning methods.

* A strong understanding of USAID regulations and approaches to monitoring and evaluation, and collaborating, learning and adapting (CLA).

* Strong leadership, interpersonal and training skills, and the ability to work across teams and with associates to build capacity for reporting against project indicators.

* Experience in an agricultural research environment is a plus.

* Excellent oral and written communication in English.

* Fluency in French or Spanish is a plus.
