System Vice President of Pharmacy Services (SVPPS) is the
senior-most UNC Health executive providing oversight, direction and
decision-making for Pharmacy programs and services across the
entire system and ensuring that Pharmacy achieves performance
excellence in terms of access, quality, safety, service,
affordability, and effective use of technology. The (SVPPS) is
responsible for providing leadership for the development and
execution of pharmacy strategy in all areas of patient care across
the health system. The SVPPS will implement the health system''s
vision for pharmacy services and, in conjunction with the School of
Pharmacy, maintain the University of North Carolina''s
international reputation as a leader and standard-bearer for
leading-edge patient care, education, and research. Specific work
flows that will be the responsibility of the SVPPS include:
Clinical Practice; Pharmacy Operations; Patient-Centered Care;
Practice Development; Education and Training; Asset Management;
Drug Policy; Medication Utilization; Investigational Drug Services;
Integrated Informational Systems; Integrated Distribution
Technologies; Ambulatory and Retail Pharmacy; Pharmacy Informatics;
Medication Safety; Contracting; Human Resources Management; and
Finance and Reimbursement. The SVPPS will assure a consistent,
system-wide approach to supply chain management and pharmaceutical
care across all UNC-affiliated patient care
areas.Responsibilities:Scope of Pharmacy Practice: The System Vice
President of Pharmacy Services will work with a system team of
Pharmacy leaders to develop, oversee and maintain high-quality,
cost-effective integrated pharmacy programs across multiple
hospitals and clinical areas. The SVPPS will exercise management
responsibility across this entire portfolio in order to meet the
needs of patients, physicians, and staff in a manner consistent
with UNC HCS''s values and mission statement.Specific areas of
responsibility will include: Inpatient care, Outpatient care,
Ambulatory care, Infusion, Central drug refill, Specialty pharmacy,
Clinical support departments, such as retail pharmacies and
pharmacy satellite locations, and Drug researchCommon workplace
functions will include: Collaboration with clinical leadership to
develop drug use initiatives and assure appropriate use of
pharmaceuticals. The SVPPS will be responsible for the execution
and consistent implementation of drug use initiatives and Pharmacy
care management initiatives. Collaboration with Patient Safety
Leadership to develop quality initiatives, processes and tools. The
SVPPS will be responsible for the execution and consistent
implementation of quality initiatives across all pharmacy practice
settings. He or she will also be responsible for ensuring
enforcement of all applicable policies, standards and regulations
related to Medication Safety, Medication Management and AR&L
(Accreditation, Regulatory and Licensing). Collaboration with the
Directors of Pharmacy to ensure the consistent implementation of
prescription drug benefits in all regional Pharmacy Operations and
Services. Responsible for ensuring that required benefits training
sessions are completed, that members and patients are served in
accordance with benefits requirements and that benefits-related
policies and procedures are followed. Collaboration with Pharmacy
Informatics personnel to ensure successful implementation and
maintenance of technology systems and to contribute to the
development of technology innovation.Leading Change: The SVPPS''s
core responsibility will be to develop and implement a strategic
vision for pharmacy services. Required qualities include- Value:
the SVPPS will be able to accurately assess needs and leverage
pharmacy resources to create value-added services and products.
Vision: the SVPPS will inspire people with a compelling plan and
mission for the continual improvement of pharmacy services and
scope of pharmacy practice, strategically aligned with the broader
UNC HCS mission. Innovation: the SVPPS will promote innovation and
intelligent risk-taking to develop breakthrough pharmacy processes,
products, services and goals. Change: the SVPPS will catalyze
change by recognizing its need, by challenging the status quo, and
by energizing stakeholders. Manage: the SVPPS will proactively
manage multiple functions and work comfortably under pressure. The
SVPPS will demonstrate the ability to coordinate complex,
cross-functional projects and balance multiple competing priorities
and perspectives. The SVPPS will determine the costs associated
with new programs and services, and balance those costs against
their benefit and the system''s wider cost containment / cost
avoidance philosophy.Leading People: The SVPPS, in collaboration
with Pharmacy Directors, will have responsibility for hiring
practices and performance evaluation across UNC HCS. This includes:
Oversight of policy and procedure pertaining to hiring, evaluation,
discipline, and termination of employees. Assurance that all
objectives and assignments given to department managers are
completed on time and conform to applicable standards, rules, and
regulations. Achievement of pharmacy productivity targets
(Inpatient, Outpatient, and other functional areas), goals and
performance metrics across UNC HCS. Collaboration with the
Institution''s Compliance Officer to ensure adherence with the
Pharmacy Compliance Plan and to ensure Corrective Action Plans are
developed and completed in response to Compliance issues.
Responsibility for executive leadership over compliance related to
Pharmacy Operations. Involvement in the training of pharmacy
students and residents. Collaboration with the Directors of
Pharmacy to develop strategy and plans for recruitment, training
and workforce development in all regional Pharmacy Operations and
Services. Work with the Directors to ensure implementation of
grievance and arbitration decisions, legal settlements, and other
high-level personnel related decisions. Achievement of identified
workforce metrics, including LMP targets, in all Pharmacy
Operations and Services. Collaboration with designated Service Line
Leaders to develop policies, procedures, systems, tools and
communication strategies to ensure compliance with Pharmacy Laws
and regulations in all regional Pharmacy Operations and Services.
Collaboration with the Pharmacy Directors to ensure operational
compliance with policies, procedures, systems, tools and
communication strategies applicable to supply chain requirements.
Development of opportunities for the continued education and
professional development of staff.Academic Success: The SVPPS will
plan, oversee, and lead post-graduate educational programming in
conjunction with the School of Pharmacy. The SVPPS will be expected
to be qualified for an appointment in the School of Pharmacy as an
associate or full professor, commensurate with experience. Other
specific goals include: Articulate and advocate a vision for the
College of Pharmacy as an institution, as well as for the
experiential education it provides. Participate as a member of the
College faculty and executive leadership team. Lead the evolution
and creation of new knowledge through the development and support
of investigations to advance health care. Provide current and
innovative pharmaceutical information and instruction to
professionals and students, as well as the general public.Driven by
Results: The SVPPS will, in the course of his or her daily
responsibilities: Achieve budget objectives and targets for each
pharmacy cost center across the system. Provide executive
leadership to seek out, promote and facilitate the rapid adoption
and assimilation of best practices and innovations in service, work
methods, technology, and operational systems which improve pharmacy
service, quality and productivity in the region. Provide executive
leadership to assure Workforce Planning and Leadership/Management
Development programs are in place and to ensure an effective team
necessary for the long term success of Pharmacy Services. Provide
executive leadership and direction to assure compliance with North
Carolina Pharmacy law and regulations, pharmacy business practices,
accreditation standards, and other institutional policies.
Collaborate with various senior health care executives (CEOs, CFOs,
CNOs, COOs, VPs, etc.) to develop operating plans and to ensure
that strategy, initiatives and monitoring systems and tools are
aligned with the operating plan. Responsible for all financial
targets and performance metrics. Develop and implement appropriate
productivity management programs for each area of pharmacy practice
across the system. Be responsible for adherence with inventory
management, drug procurement and drug distribution requirements,
standards and regulation.Other InformationEducation
Requirements:Degree in Pharmacy required. Pharm.D. preferred, but
will also consider a master''s degree in Pharmacy, Health Services
or Business Administration or related field.Licensure/Certification
Requirements:Licensed as a Registered Pharmacist and eligible to
practice pharmacy in the state of North Carolina.Professional
Experience Requirements:Seven to ten years of leadership-level
experience and documented record of success in management of
multi-disciplinary and multi-site pharmacy operations and services.
Ten years of responsible senior health-system pharmacy leadership
in a progressive academic medical center or similarly complex
health system.Knowledge/Skills/and Abilities Requirements: Ability
to develop and foster relationships with multiple stakeholders.
Strong financial acumen and experience developing and implementing
budgets. Demonstrated expertise in managing pharmaceutical supply
chains and clinical therapeutics. Extensive knowledge of medication
safety procedures and current trends in contemporary pharmacy
service provision. Extensive knowledge of pharmacy informatics and
how technology can support and innovate the delivery of pharmacy
service. Ability to thrive in a highly data- and model-driven
environment. Demonstrated success leading projects and initiatives
to improve efficiency, quality, safety and service levels in a
complex healthcare environment. Ability to recruit, mentor and
retain highly skilled professional staff. Excellent interpersonal,
writing, communication, organizational and analytical skills.
Demonstrates an ability to utilize effective communication,
presentation, financial management, and analytical skills,
exhibiting a record of self-initiative, strategic thinking,
successful planning, and innovation. Able to work collaboratively
with health care executives, providers, and administrators.
Knowledgeable and experienced in various areas of pharmacy,
including but not limited to: operations, systems, technology, and
personnel management. Demonstrates an ability to apply and utilize
knowledge of quality management process, regulatory compliance,
accreditation, healthcare laws, integrated care delivery system
related to pharmacy, medicine, and nursing. Demonstrates ability to
lead and manage professionals and others collaboratively across
multiple sites. Proven ability to lead and manage through influence
and change, achieve performance outcomes through others, and
galvanize action through synthesis and interpretation of outcome
data. Demonstrates success in meeting/exceeding performance
expectations, with consistent delivery of results to the
satisfaction of internal and external stakeholders. Proven ability
of balancing execution of the strategic vision through leadership
and delegation, with a willingness and competence to dive into the
details as needed. Decisive, action-oriented, personal integrity,
capable of executing strategic vision/plan while persevering in
difficult situations with focus on strategic leadership issues.
Incumbent should be able to lead through delegation and an open,
collaborative style. Shows an ability to lead large scale
(region-wide), complex and significant redesign, reorganization,
performance improvement and change management efforts. Able to
travel frequently within geographic area required. Proficient with
using computers as needed to monitor and report financial and
