Job Description:

USAID is launching its first Water and Development Implementation Plan Research Agenda with the intention of expanding the evidence base about what works in water and sanitation programming and under what conditions. Research activities will be organized around different technical focus areas including on-site sanitation services and hygiene, sustainable rural water resources and services, urban WASH services and policy environment and WASH sector finance. The activity (or activities) is to design, carry-out and ensure use of implementation research for USAID's WASH Global Research Agenda, and to provide high-quality and sector-specific analytical, technical and evaluation services to USAID missions and Operating Units. This will allow USAID to address critical knowledge and learning gaps related to achieving USAID's goal of increasing the availability and sustainable management of safe water and sanitation for the underserved and most vulnerable within priority countries. Position Description: FHI 360 seeks applicants for Project Director (PD), to be based in either our Durham, North Carolina or Washington, DC offices, and be responsible to ensure the successful implementation of this critically important multi-million dollar, multi-year project. The PD will provide overall strategic vision, technical leadership, administration, fiscal management, and grant and contract administration and management, assuring quality, impact and cost effectiveness of the project. The PD will be responsible for promoting a culture of learning and exploration among the team. Lead the strategic direction, guiding overall research prioritization and execution, for the award to meet program goals and targets. Provide top-line management of the consortium of partners under this Activity. Work with project leadership to ensure adequate and appropriate resourcing to execute the program according to research priorities. Serve as primary liaison with USAID, communicating on a regular basis and representing the activity before USAID implementing partners (IPs) and other stakeholders.--- Establish and maintain relationships with key stakeholders, including sub-contractors, government officials, non-governmental organizations (NGOs), academic institutions and community groups for smooth implementation. Provide oversight and supervision of all---long and short-term personnel by acting as a mentor, and ensuring appropriate training and human resource planning. Establish and maintain effective project reporting, evaluation, and communication. Submit timely, accurate, and professional program reports that meet donor requirements. Also, ensure necessary program planning, development, resource availability, and management activities function smoothly and efficiently.--- Be a thought leader in WASH research by representing the Activity at conferences, meetings and in other forums to achieve dissemination goals, maintain networks and awareness of gaps and new developments in the WASH sector. Publish findings in peer-reviewed, scientific outlets. Develop and maintain an adequate human resource plan consistent with FHI 360 policies, donor requirements and local laws. Ensure proper technical capacity of staff to manage complex activities. Manage project budget within approved spending levels and ensure accurate and timely financial reports to donor and FHI 360 headquarters. Oversee sub-grantees working on field research, technical advisory, and knowledge management roles. Perform other duties as needed. Required Skills: Proven ability to manage USAID-funded projects. Knowledge of and familiarity with USAID program requirements. Experience managing sub-grants and contracts under grants for complex projects. Proven ability to manage all aspects of grant and contract administration, and technical assistance staff with a commitment to teamwork. Ability to travel at least 30% of the time both internationally and domestically (pending appropriate levels of safety and security). Required Qualifications: Minimum of a Bachelor's Degree in environmental sciences, water resource management, engineering, public health, or a related field. PhD in WASH, environmental health, engineering, public health, or related field preferred. A minimum of 10 years of experience in WASH sector to include assessment, evaluation, and design of projects required. Experience as a project director, chief of party, or senior expert advisor required. Proven ability to manage and supervise diverse technical assistance teams. Demonstrated experience in quantitative and qualitative methods, experimental design, and data collection and statical analysis. Demonstrated experience in performance monitoring, tracking data quality, data management, and/or training in performance management topics. Demonstrated ability to communicate program findings effectively in a variety of forums and to diverse audience including through peer-reviewed publications. Experience working with a diverse group of stakeholders, including donor/development organizations, government officials, civil society leaders, community leaders, business and finance leaders, and project participants. Experience building organizational capacity for WASH programs in monitoring and evaluation and/or training and to support collaboration, learning and adaptation. Fluency in spoken and written English. Additional language skills (particularly in French or other languages spoken in USAID WASH priority countries) would be an added asset. Knowledge of and familiarity with U.S. Government international assistance program requirements, preferably USAID, and/or other bilateral funding agencies. Experience managing subgrants and contracts under grants for complex projects. Proven ability to manage all aspects of grant and contract administration, and technical assistance staff with a commitment to teamwork. Preferred Qualifications: Experience directing research programs, including prioritizing and directing research grants and representing the program in international forums.
