The Duke Primary Care (DPC) Director of Nursing is responsible for the oversight of effective and efficient nursing care delivery systems supporting patient and family needs across the continuum for the DPC multi-site network. The Director of Nursing provides direction and leadership for assigned clinical areas; ensures the effective administrative management of clinical functions related to personnel and policy and participates in the analysis, planning and strategy formulation of network-wide goals. Additionally, the Director of Nursing provides programmatic oversight for administrative and clinical activities related to identified Nursing Services; prepares and manages budgets, supervises program leaders and develops policies and procedures consistent with program objectives. The Director of Nursing serves as a member of the DPC Nursing Leadership Team, under the direction of the Associate Chief Nursing Officer for Duke Primary Care. Duties and Responsibilities of this Level Hiring/Evaluations/Mentorship/Leadership (10%): Collaborates in various personnel actions including, but not limited to, hiring and onboarding, performance appraisals, disciplinary actions, terminations and other related activities. Collaborates to ensure effective processes for recruitment and retention. Collaborates in the development, implementation and expansion of learning opportunities and skill development for all staff. Serves as a professional role model and mentor to nursing leaders by responding positively to change while supporting colleagues throughout the change process. Serves as a change agent to facilitate communication and transition while supporting the mission of the organization. Program Oversight (30%): Conducts needs assessments and identification of outcomes for assigned programs. Provides overall direction and leadership for operational activities of assigned program within Nursing Services; makes decisions and issues instructions in accordance with departmental policies and procedures. Directs and coordinates work of designated employees, manages personnel activities to meet CSU/Departmental and Health System objectives related to the provision of patient care within designated clinical areas and programs. Evaluates program objectives on a continual basis; implements changes to existing policies and procedures as appropriate. Clinical Operations (40%) Plans, implements and evaluates ambulatory health care services, programs and activities. Collaborates with interdisciplinary teams through effective communication. Analyzes, develops and maintains an effective and efficient nursing care delivery system that reflects patient and family needs across the continuum; achieving desired outcomes. Actively supports and promotes a professional practice model that encourages staff participation in the development of clinical standards that is collaborative, collegial and utilizes current trends and data in professional practice (clinical and administrative). Develops and fosters effective collaboration between other Health System departments to ensure an integrated approach to providing services, while fulfilling operational goals and objectives. Assists clinic and regional leadership in identifying clinical operational needs . Collaborates in oversight of areas such as clinical quality, customer service, human capital management, culture and engagement, information systems, process management, lean management principles, finances and general clinic operations. Collaborates to ensure a safe environment of care for all staff, patients, and families. Provides support to clinics with nurse manager vacancies; Available on-call for emergencies involving the facility, staff members and patients. --Quality Improvement (10%) Develops and implements processes to enhance clinic and network operations for ongoing quality improvement and patient safety. Coordinates in the development, implementation and evaluation of policies and procedures designed to improve operational efficiency. Budget (5%) Collaborates with the regional leadership team to determine fiscal requirements of assigned clinics, and prepare budgetary recommendations. Monitors the level of resources utilized in service delivery and determines the appropriateness of resource consumption in the service; including necessary nursing personnel and patient care materials necessary for the provision of care. Develops action plans in conjunction with the regional leadership team to ensure budget and resource efficiency, and satisfaction with patient care delivery. Determines fiscal requirements and prepares budgetary recommendations; monitors costs and expenditures of program activities and authorizes expenditures of program funds. Policy/Regulatory (10%) Develops, plans and implements policies and procedures to support nursing and patient care services in DPC practices. Ensures DPC policies and procedures are aligned with Health System. Serves as the clinical operational liaison with administrative and professional personnel concerning departmental and Health System policies and procedures. Develops, documents, implements and monitors written policies and procedures reflective of the ambulatory healthcare environment using evidenced-based care. Collaborates with nurse leaders to ensure compliance with clinical patient care standards and established policies and procedures. Collaborates to ensure that departments/staff meet JCAHO, NC Board of Nursing, and other regulatory/licensure requirements. Represents the Associate Chief Nursing Officer regarding nursing service issues Participates, with other senior ambulatory personnel, in the analysis, planning and strategy formulation of ambulatory entity goals and the implementation of plans and programs; analyzes practice operations and needs to determine potential enhancements or improvements to procedures and activities. Participates in the development of the clinical areas' strategic and operational plans. Openly supports and consistently communicates the mission of the organization. Provides strategic direction in the development and implementation of goals and objectives of assigned program in conjunction with the ACNO and Senior Leadership team. In collaboration with other administrative leadership, develops strategic and operational plans for assigned clinical area(s). Communicates and continuously evaluates plans. Develops and communicates our vision for care delivery models and facilitates the ongoing refinement of such models. Participates in identified DPC and DUHS committees/initiatives and attends clinical leadership meetings. Assists in the development and communicates vision for care delivery models and facilitates ongoing refinement of such models. Serves on committees and task forces to address network issues, and represents the needs and goals of the network on external committees. Acts as a liaison to all levels of DUHS administration, providers and outside organizations to coordinate the clinical functions of the network and to facilitate problem resolution. Performs other related duties incidental to the work described herein Education Bachelor's degree and Master's degree required (MSN PREFERRED). One of the degrees must be in Nursing. Experience 5 years of nursing experience. At least 2 of the years of nursing experience must be in a management role. Degrees, Licensures, Certifications Must have current or compact RN licensure in the state of North Carolina. BLS certification required. Nurses hired into leadership positions must obtain a nursing leadership certification within one year of hire.
