Job Description:
Designs, develops, implements, and supports digital applications
in an Agile software development framework. Leads and develops
technology associates -- analysts, developers, and scrum masters.
Drives development standards to improve quality, efficiency, and
consistency. Primary Responsibilities: Coordinates and facilitates efforts of systems groups to deliver
a seamlessly integrated solution to customers across multiple
systems and business groups. Provides continuous coaching, real-time feedback, and
development opportunities. Leads cross functional development squads. Plans releases and coordinates development activities. Provides strategic input into long-term direction and
roadmaps. Assesses risk and develops mitigation plans for squads. Provides domain guidance, coaches and mentors team members, and
leads technology initiatives. Recommends strategies and methods to improve software
methodology, test execution, and development processes. Creates creative technical solutions for on-going development
challenges. Provides technical guidance on analysis, design, coding,
testing, problem resolution, and planning. Employs and supports teams in identifying and removing
impediments. Engages in innovation and continuous improvement processes. Confers with systems analysts and software engineers/developers
to design systems and to obtain information on project limitations
and capabilities, performance requirements and interfaces. Oversees software system testing and validation procedures,
programming, and documentation. Education and Experience: Bachelors degree (or foreign education equivalent) in Computer
Science, Engineering, Information Technology, Information Systems,
Mathematics, Physics, or a closely related field and five (5) years
of experience in the job offered or five (5) years of experience
managing high volume, cross-functional financial retirement
benefits Web applications. Or alternatively, Masters degree (or foreign education
equivalent) in Computer Science, Engineering, Information
Technology, Information Systems, Mathematics, Physics, or a closely
related field and three (3) years of experience in the job offered
or three (3) years of experience managing high volume,
cross-functional financial retirement benefits Web
applications. Skills and Knowledge: Candidate must also possess: Demonstrated Expertise (DE) leading global Web application
development teams throughout the Web application development
lifecycle -- leading Agile practices, norms, and ceremonies, and
accelerating the overall teams performance and efficiency -- in a
financial services environment. DE performing Amazon Web Services (AWS) Cloud development,
migration, and governance, using Docker, AWS, and data analytics;
and performing application lifecycle management to measure the
teams throughput velocity, efficiency, predictability, software
feature delivery lead time, and feature cycle time, using flow
metrics, Tableau, and JIRA. DE supporting the full Web application development lifecycle --
analysis, design, development, test, and deployment -- according to
Agile methodologies; managing and reviewing application code using
Git Stash; performing continuous integration, using Artifactory and
Jenkins; and performing application deployment and tracking
application logs using Splunk. DE building software automation frameworks and reports in a
highly Agile environment, using Continuous Integration/Continuous
Development (CI/CD), DevOps approach, static code analysis, and
Test Driven Development (TDD); remotely coordinating global Web
application development teams in the design and planning of
software application development using online MURAL whiteboard;
managing team sprint and quarterly software development goals using
JIRA Align; and conducting team surveys using AgilityHealth
